It is impermissible to avail oneself of the concessions of travel upon arriving in one's hometown, because mere arrival severs the ruling of travel. As for a traveler who arrives in a country other than his own, he may avail himself of the concessions as long as he does not intend to reside there for four days or more. If he intends to do so, the ruling of travel is severed. The term "country" (balad), in the jurists' understanding, refers to the village or city where a person resides.
