Is it permissible to give Zakat to a father who is a simple employee, supporting a large family, whose salary is insufficient, and who is striving to complete the construction of his house?

If the father is poor and does not have enough for his basic needs, then his maintenance is obligatory upon his children. It is not permissible to give him zakat, by the agreement of scholars, since zakat is not given to ascendants or descendants. However, if the questioner is unable to provide for her father, some scholars have permitted her to give him zakat in this case.
