Is it permissible to purchase a high school diploma (second secondary grade) from another country without graduating from it in Saudi Arabia to avoid dependent fees?

Purchasing a high school diploma in someone's name, which necessitates their study and examination, is a forbidden forgery. This is based on Allah's saying: "So shun the word of falsehood" (Quran 22:30), and the Prophet's (peace be upon him) statement concerning the gravest of major sins: "Beware! And false speech and false testimony." Falsehood (al-zur) is describing something contrary to its true nature and includes forging and cheating in documents and records, and imitating handwriting with the intent to deceive.
