Is one who did not raise his hand in the vote regarding performing the funeral prayer during Tarawih prayer sinful, and what is the correct order between Qiyam prayer, Shafa and Witr, and the funeral prayer in this situation?

The rule is that if two prayers coincide, the one more likely to be missed (due to time constraints) is prioritized. If neither is at risk of being missed, the more emphasized one is prioritized. The jurists have stipulated that the funeral prayer takes precedence over others because there is a concern for the deceased. If the funeral prayer takes precedence over the Friday prayer, even when the latter is not at risk of being missed, then its precedence over Tarawih and Witr prayers is even more fitting. The Imam should have promptly performed the funeral prayer.
