What is the ruling that must be adopted when there are two legitimate Islamic rulings for a specific issue, and each party has its evidence?

The situation of people varies in such matters. Whoever possesses a scholarly level that qualifies him to examine the evidence and weigh it, then he must adopt what he finds preponderant based on the evidence. As for whoever does not possess such a level, he must seek out someone whose knowledge and piety he trusts and consult him for a fatwa, and then act upon what he has been told.
