What is the ruling on traveling to Canada to complete a necessary matter, given a vow not to travel outside the homeland until performing the Hajj pilgrimage, and knowing that one has been selected for Hajj this year?

A vow is when a Muslim obligates himself to an act of obedience to Allah that is not otherwise religiously obligatory for him. It is formed by any expression that indicates commitment. If one vows to do something permissible or to refrain from it, he has the choice between fulfilling his vow or abandoning it, along with offering an expiation for an oath (feeding ten poor people, or clothing them, or freeing a slave, or fasting three days if he finds nothing). Therefore, you may pay an expiation for an oath and travel wherever you wish.
