Is it permissible to combine and shorten the Dhuhr and Asr prayers at the time of Asr, when traveling 45 minutes from home and returning on the same day? And for how long is combining permissible?

Scholars have differed in determining the distance at which a traveler is permitted to shorten and combine prayers, due to the absence of an explicit text. The majority opinion is that the minimum distance is four burud (approximately 83 km), and it begins from the end of the urban area of the city or village from which the traveler departs. Based on the majority opinion, if you are to cover this distance, you are permitted to avail yourself of the travel concessions after leaving the urban area of your place of residence until you return to it. It is not permissible before leaving the country or after returning to it.
