The fact that some people are distracted from prayer by permissible matters has no bearing on the ruling concerning the publication of video clips. It is, however, advisable to remind people about prayer.
As for prohibited musical tones, it is not permissible to include them in videos.
Fictional stories are permissible if they are free from شرعي (Shari'i) prohibitions.
