Does the command to restrain children from going out after sunset also include adults?

The command to keep children indoors at sunset is specific to them and does not include adults, based on the Prophet's (peace be upon him) saying: "When night falls, or when you enter upon evening, restrain your children, for indeed the devils spread out at that time. When a period of the night has passed, then let them go. And close the doors, and mention the name of Allah, for indeed Shaytan does not open a closed door."

The reason for this specificity is that devils spread out when darkness falls, and children are vulnerable because they are not fortified by remembrances (adhkar) and because impurities may be with them, unlike adults who fortify themselves with remembrances.
