Is it permissible to give a percentage to an employee from another company in exchange for facilitating a meeting between two companies or for submitting price offers?

If the employee is not responsible for searching for offers and prices, then it is permissible to give him money or a percentage in exchange for his brokerage and guidance. This is what Sheikh Ibn Baz permitted for the effort expended in finding a place, provided there is trustworthiness and honesty. However, if the employee is responsible for the search, then the money is considered a bribe and forbidden gifts for workers, as established in the hadith of Ibn Al-Lutbiyyah.
