Does a divorce pronounced as a single, revocable divorce under threat of police intervention in a foreign country take effect?

If a divorce is issued under extreme duress and fear of imminent harm, it is not considered valid according to the Prophet's (peace be upon him) saying: "There is no divorce and no freeing of a slave in ighlaq." Ighlaq refers to the mind being closed due to coercion or extreme anger. However, if the divorce occurred under less severe circumstances, it is considered effective, and the husband can take his wife back as long as her iddah (definition) (waiting period) has not expired, provided he had not divorced her twice before this instance. Taking back a revocably divorced wife does not require the wife's consent, or the permission of her guardian, or witnesses, or a dowry.
