Is it permissible to take a usurious loan to build a house after the occupation demolished the previous one, given that the salary is insufficient to cover rent and living expenses?

If the loan is a Qard Hasan (a benevolent loan) with no usurious increase, then there is no harm in it. However, if it is usurious, then borrowing is not permissible except in cases of extreme necessity, because usury (riba) is one of the major sins. The proof for this is what Abu Dawud narrated from Ibn Mas'ud (may Allah be pleased with him), that the Messenger of Allah (peace be upon him) "cursed the one who consumes usury, the one who feeds it, its two witnesses, and its scribe." And whoever fears Allah, He will make a way out for him and provide for him from where he does not expect.
