Does touching the penis with lust during a Ramadan day, after having sworn not to practice masturbation, necessitate expiation or constitute a grave sin?

Merely touching the male organ without toying with it is not considered an act of masturbation, nor does it break an oath. One must fear Allah and beware of following the footsteps of Satan, which could lead to falling into the forbidden, invalidating the fast, and breaking an oath.
