Is it permissible to take 70 meters of unused government land to complete the area of a football field that will be built according to Sharia guidelines, knowing that legal procedures are very difficult, and a portion of the profit will be allocated to the municipality?

It is not permissible to exploit public squares and roads without the permission of the responsible authorities, whether the road is wide or narrow, and whether it inconveniences people or not. Therefore, it is not permissible to establish a sports field or similar for rent without permission from the recognized authorities, even if it is for the purpose of achieving a benefit or allocating an amount for Muslims. This is because the state has left these lands as they are for legitimate interests.
