Is it permissible to wear a modest, contemporary dress that reaches the ankles, in cases where one is unable to wear the khimar due to study, work, and the country of residence?

The hijab is a religious obligation agreed upon by scholarly consensus. It is not permissible for a Muslim woman to remove it or be negligent concerning it. Whoever does so will not enter Paradise, as the Prophet, peace and blessings be upon him, said: "Two types of people among the dwellers of Hell I have not seen: people having whips like the tails of oxen with which they lash people, and women who are dressed yet naked, inclining [to evil] and inclined [to it], with their heads like the humps of leaning camels. They will not enter Paradise, nor will they smell its fragrance, though its fragrance can be smelled from such and such a distance."

Allah Almighty commanded the hijab to protect women and prevent temptation, as He Almighty said: "O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused."

Any study or work that requires a woman to remove her hijab must be abandoned by her.

Covering the head to conceal the hair is obligatory, but scholars have differed regarding the obligation of covering the face.

Wearing modern, modest attire is permissible if it fulfills the conditions of the hijab, which are that it covers the entire body, with the exception of the face and hands according to some scholars. However, if any of the conditions of the hijab are not met, then it is not permissible to wear it.
