Must a Muslim wish for every Muslim to enter Jannat al-Firdaws, even the wicked, the oppressors, and the arrogant, in order to achieve their complete faith?

There is a difference between hating disobedient Muslims (fasiqin) and hating their actions. You should love for them guidance and all good qualities, and for them to enter Paradise. For a believer is the brother of a believer, and one should love for his brother what he loves for himself in terms of good, and dislike for him what he dislikes for himself. The noble Hadith, "None of you truly believes until he loves for his brother what he loves for himself," negates the perfection of faith, not its origin. So, whoever does not love for his brother what he loves for himself has diminished his obligatory faith.
