What is the grade of the hadith: "The Keys to the Heavens and the Earth"?

The hadith cited by commentators when interpreting the verse: "To Him belong the keys of the heavens and the earth" (Quran 39:63), which Ibn Kathir reported from Uthman ibn Affan (may Allah be pleased with him), states that the Messenger of Allah (peace be upon him) said: "Its interpretation is: 'La ilaha illa Allah, Allahu Akbar, Subhanallahi wa bihamdihi, Astaghfirullah, wa la hawla wa la quwwata illa billah, Al-Awwal wal-Akhir, wal-Dhahir wal-Batin, bi yadihi al-khair, yuhyi wa yumit, wa huwa ala kulli shai’in qadir' (There is no god but Allah, Allah is the Greatest, Glory and praise be to Allah, I seek forgiveness from Allah, and there is no might or power except with Allah, The First and The Last, The Manifest and The Hidden, in His hand is all good, He gives life and causes death, and He is over all things competent)." And that whoever recites it ten times in the morning will be granted six qualities. This hadith is not authentic. Ibn Kathir commented on it saying: "It is strange and contains severe denunciation (nakara shadida)." Ibn al-Jawzi said: "This hadith is not sound." Al-Albani said: "It is fabricated (mawdu')."
