Is it permissible to wear a vest under the Ihram garments?

It is impermissible for a male in a state of to wear anything sewn. This includes anything tailored to fit the body or any of its limbs. Wearing anything sewn is not allowed according to all scholars, and they have unanimously agreed that this prohibition applies to males, not females.
