Is it permissible to dispose of money acquired from the forbidden practice of "Saudat" by giving it to someone to pay off their debts, knowing that this person earns their livelihood through lawful means?

The concept of Saudization mandates employers to hire Saudi nationals. However, some circumvent this by registering the names of fictitious employees and paying them salaries without actual work, which defeats the purpose. This practice must cease because it constitutes cooperation in sin. Regarding the salaries received:

- If they are from state funds, they should be returned to the state if possible. Otherwise, they should be spent on public welfare for Muslims or for the poor.

- If they are from the company's own funds, and the company benefited from state advantages due to this practice, the money should not be returned to the company. Instead, it should be disposed of by giving it to the poor and needy or for public welfare.
