Is it permissible for a Muslim man to look at more than one woman with the intention of marriage at the same time, or must it be in sequence?

It is permissible to look at one's fiancée for a need and to apply the Sunnah, with four conditions: the intention to marry, the absence of seclusion (khalwa), the security from temptation (fitna), and that the gaze does not exceed what is commonly apparent from her.
