Is it permissible to perform the Istikhara prayer during times when prayer is prohibited?

The Istikhara prayer may be performed during the prohibited times if the matter for which Istikhara is sought would be missed by delaying the prayer, such as travel after the Asr prayer. However, if the matter would not be missed, then the prayer must be delayed until after the prohibited time has ended. This is the view held by Sheikh al-Islam Ibn Taymiyyah and Sheikh Ibn Uthaymeen.
