Is it permissible to obtain government financial aid for building a house by using the name of another person who meets the conditions, knowing that I do not meet the required income condition, and he will later relinquish the house to me, given that I am in urgent need of housing?

It is not permissible to resort to deception to obtain conditional aid for those who do not meet the conditions, nor is it permissible to assist others in doing so, for the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions." An exception to this is a state of necessity, as Allah Almighty says: "And He has already explained to you what He has forbidden to you, except for that which you are compelled to," and the jurisprudential rule: "Necessities permit the forbidden."
