The majority of scholars hold that whoever swears an oath by divorce and then breaks it, his wife is divorced, whether he intended divorce, threat, or emphasis. Therefore, if you marry from the city your father intended in his oath, a divorce occurs. If this is the third divorce, your mother becomes irrevocably divorced (Bainunah Kubra). Hence, it is advised to avoid marrying from that city. However, according to the opinion of Shaykh al-Islam Ibn Taymiyyah, if your father did not intend to effect a divorce by his oath, but rather to threaten, then if you marry from that city, your father is obligated to pay an expiation for an oath, and no divorce occurs.
