What is the ruling on taking “al-khilw” from the tenant in Jordan, knowing that the state's laws make the tenant like an owner and oblige the landlord to pay "al-khilw" (reverse rent) to evict him?

The "khalu" (vacation premium) demanded by the owner from the tenant is permissible if the owner considers it part of the rent for the agreed-upon period. In this case, it is subject to the rulings of rent if the contract is terminated before the end of the period. However, if the lease period has ended, the tenant has no right to demand the "khalu," because the owner has a greater right to his property. What some laws impose, such as the perpetuation of leases, is not permissible Islamically. But if the owner wishes to reclaim his property before the end of the lease period, the tenant has the right to demand what is due to him from the "khalu."
