Is it permissible for a commander to lie to his soldiers to raise their morale during war?

Lying is a major sin, but it may be permissible for a legitimate purpose, such as lying in war. For example, a person may show strength and speak in a way that emboldens his companions and outwits his enemy, based on what was reported that the Messenger of Allah, peace and blessings be upon him, said: "I do not consider a liar the man who reconciles between people, or the man who speaks in war, or the man who speaks to his wife, or the woman who speaks to her husband."
