The categories for Zakāt recipients are eight. Among them are the Debtors (Gharimūn), who are those indebted individuals unable to repay their debts. It is necessary to ascertain the debtor's inability to repay with clear evidence, especially if the debt was incurred for his personal benefit. If the person receives a salary and the questioner is not certain of his inability to repay, then he should direct his Zakāt to truly needy individuals. If it is confirmed that the person is a debtor (Gharim), it is permissible to give him from Zakāt, even if he owns a car or receives a salary that is insufficient for his basic needs and his debt. However, if he can repay his debt without diminishing his wealth, he should not be given. But if the debtor is not unable to repay his debt, it is not permissible to disburse Zakāt to him.
