What is the ruling on one who swore by "the verses of Allah" and then did not do what he swore to do? And is his sin more severe than one who swore by "by Allah"? And what is the expiation for one who swore by "the verses of Allah" and wishes to atone for his oath? Should he give charity multiple times or once?

Swearing by the verses of Allah differs in ruling according to what is intended by the verses. If what is meant are the legislative verses, such as the Qur’an, then it is permissible, because it is an oath by the speech of Allah and one of His attributes. However, if what is meant are the cosmic verses, such as the sun and the moon, then it is forbidden, because it is an oath by a created thing, and the Prophet, peace and blessings of Allah be upon him, forbade swearing by other than Allah.

If one swears by the verses of Allah in the lawful manner (such as intending the Qur’an) and then breaks his oath, a single expiation for an oath becomes incumbent upon him, just as it is for one who swears by the names and attributes of Allah.
