What is the ruling on electronic games that simulate a struggle to seize power, in which the player takes on the character of a man who rules by man-made laws and has an army, and the player is asked to make decisions that help him reach power, including choosing punishments according to man-made laws; and is playing them considered an act of disbelief (kufr)?

Administrative and organizational laws concerning matters about which the Sharia is silent are permissible. However, man-made laws that contradict the rulings of the Sharia are prohibited.

If the laws within the game are of the first type, then there is no objection to playing it. If they are of the second type, then it is not permissible to play it, because it is an imitation of something prohibited by the Sharia.

Merely playing such a game does not constitute disbelief (kufr).
