Can an Islamic civilization be established isolated from the Holy Qur'an?

Building an Islamic civilization in isolation from the Holy Quran is impossible. The Quran is the honor and pride of the Ummah, and through it, true happiness in this world and the hereafter is achieved. A civilization that does not adhere to the Quranic methodology is a civilization of death and injustice, because the Quran is a spirit that revives hearts, a light that dispels darkness, and a mercy that expands breasts. Allah Almighty has described it as a spirit and a light, for through it, hearts and souls are brought to life, truths are perceived, and guidance to the straight path is attained.
