What is the Shar’i ruling regarding a wife remaining with her unemployed husband, who threatens to marry another or divorce her, knowing that she is employed and her ATM card is in his possession? Is it better for her to be patient or to seek a divorce? And would she be sinful if she did so?

Spending is obligatory upon the husband, and he must earn a living if he has no money. It is not permissible to seek a divorce except for a legitimate reason, such as the husband getting to know girls and insisting on it, or his inability to provide maintenance. It is preferable to be patient with the husband to avoid scattering the children.
