Is financial compensation from unbelievers unlawful?

The wealth of non-belligerent disbelievers is as sacred as the wealth of Muslims. Compensation from them is permissible if it is deserved, such as in the case of an offense that necessitates blood money (Diyya) or an indemnity (Arsh). However, if the compensation is not deserved, it is not permissible to take it. A Muslim's hand is amputated for stealing the wealth of a Muslim or a Dhimmi (protected non-Muslim), and a Dhimmi's hand is amputated for stealing their wealth.
