Is the widow entitled to dispose of her deceased husband's money without consulting her adult children, knowing that there are two poor daughters?

A wife does not have the right to dispose of her children's money as she wishes. The money left by the deceased is the right of his heirs, and none of them is permitted to seize it exclusively. She must enable each heir to receive their share; otherwise, she would be transgressing and unjust. If she monopolizes the money, then people of virtue and wisdom should intervene to persuade her to distribute it. Otherwise, the matter should be referred to the competent authorities, such as the Sharia courts.
