Does Allah lure those who claim the ability to create something by saying "Be, and it is" – just as He lures those who claim to bring rain – or how does the deception occur?

Some scholars have reported a consensus that magic cannot reach the level of bringing the dead back to life or splitting the sea. As for the possibility of a charlatan saying to something, "Be, and it is," this is far more improbable and greater. Some effects of magic are agreed upon, such as causing separation between a husband and wife, while other effects are undeniably impossible, such as bringing the dead back to life. Scholars have differed on some issues, such as the transformation of a human into an animal or flying in the air, though the preponderant opinion is that there is no convincing evidence for these stories, and most of them fall under the category of charlatanism. Extraordinary occurrences may happen to polytheists and transgressors as a form of enticement (istidraj) and do not indicate their righteousness.
