Is it permissible to marry a European woman who does not believe in the prophethood of Prophet Muhammad (peace be upon him) and rejects some Sharia rulings, such as retribution, after she was on the verge of declaring her Islam?

If a girl believes and testifies that there is no god but Allah and that Muhammad is His Messenger, and acts accordingly, then it is permissible to marry her. The same applies if she embraces a scriptural religion. However, her inclination towards Islam is preferable, and she should be encouraged to embrace it with wisdom and good admonition, without delving into matters of applying hudud punishments and qisas (retribution), which might alienate her.

She should be invited to Islam by explaining the rights of Allah, people, and the self, using rational dialogue, just as the Prophet, peace and blessings be upon him, did with the young man who desired to commit zina (fornication/adultery). The girl should be directed to scholars to present her doubts, and the discussion with her should be conducted through her mahrams (unmarriageable kin) to avoid fitna (temptation/strife).
