The first row is not exclusive to the residents of the neighborhood, and it is not permissible to prevent people from it on the pretext that it is for the residents of the neighborhood. Rather, it belongs to whoever arrives first. Even according to the opinion that permits reserving a place in the mosque, the residents of the neighborhood and others are equal in this regard.
