Are the spouses, to whom the husband previously said "divorce" many times without commitment, living in a state of halaal or haraam, knowing that the country's mufti had issued a fatwa for them to return to each other and that they are now committed?

As long as the husband refers to scholars and they issue a fatwa (definition) permitting the re-establishment of the marriage or the continuation of the marital bond, then the bond remains. There is no consideration for doubt regarding its dissolution, because the original state is the continuation of the marriage. Al-Majd Ibn Taymiyyah said: "If one doubts a divorce or its condition, he builds upon the certainty of the marriage."
