Should a traveler shorten his prayer with a group of travelers, or should he go with them to the mosque to perform the prayer in full after hearing the call?

Scholars have differed regarding which takes precedence: the Sunnah of shortening prayers (qasr) or the virtue of congregational prayer (jama'ah). Combining them is preferable in two ways: either all members of the congregation are travelers, or the imam is a traveler and the residents complete their prayers. If combining them is not possible, then the virtue of congregational prayer in the mosque takes precedence over the Sunnah of shortening prayers.
