To whom does the money from child support provided by non-Islamic states to support childbirth belong, and does the ruling differ if the money is in the father's or mother's name?

The owner of this money and the one most entitled to it is the child's guardian who is responsible for his affairs. If the aid is disbursed in the child's name with the intention of him owning it, then it is his right alone, and what remains of it after fulfilling his needs must be preserved. However, if the purpose of the aid is to help the family with the child's burdens, then it is the right of the one who provides for the family.
