Is it permissible for a non-Muslim to bind and cover the Qur’an in a non-Muslim country where the printing press workers are non-Muslims, given the daily need for the Mus'haf?

It is not permissible to allow a disbeliever to touch the Qur’an for printing, binding, or any other purpose, due to the Almighty’s saying: "None shall touch it save the purified" (Quran 56:79). And because the disbeliever is impure, the Qur’an must be kept free from his touch. Preventing him is more important than preventing a Muslim who is in a state of major ritual impurity (janabah). If no Muslim is available to bind the Qur’an, it can be placed in a respectful cover or a suitable bag.
