What is the ruling on writing "السيئات" (al-Sayyi'at - evil deeds/sins) without a hamza, like this: "السيات" (al-Sayyat)?

The actualized hamza (ء) is written in Mushafs as a dot or in the shape of the 'ayn (ع). It has become common practice to make the actualized hamza an 'ayn in educational tablets. There is no harm in writing the word "السيات" (al-sayyiat - evil deeds) without a hamza, as violating the rules of Qur'anic orthography does not incur sin.
