Should one who abandons prayer be treated as an apostate in matters of marriage, ritual slaughter, inheritance, and so forth?

There are two opinions concerning one who abandons prayer out of laziness and negligence: either he is a sinful Muslim (the majority of jurists) or he is a disbeliever guilty of major disbelief. His treatment is detailed: If he is in a country where the fatwa is well-known that one who abandons prayer does not commit kufr (disbelief), he is treated according to the madhhab (school of thought) of the scholars of his country. However, if he is in a country where the fatwa is well-known that one who abandons prayer commits kufr, then in matters related to the rights of others, he is not treated as an apostate unless ruled so by a Sharia judge. As for personal matters, each person acts therein according to his belief. The opinion that one who abandons prayer commits kufr does not necessitate ruling a specific person an apostate and applying the consequences thereof, except after a ruling from a Sharia judge.
