Bearing witness is a serious matter that should not be taken lightly, and lying about it is one of the gravest sins. Whoever is called upon to testify in a matter of which they have knowledge must bear witness truthfully. Allah has forbidden the concealment of testimony. A Muslim must defend his brother's honor, or at the very least, not conceal testimony if called upon. The questioner erred in not bearing witness, especially since he knows that what he was asked about and what the accuser said do not differ much in meaning.
