What does the term "إذا توبع" (if it is followed up) mean in the ruling of a Hadith, and is there a similar Hadith to this one that is Sahih or Hasan?

"Al-Mutaba'at" is a term used by Hadith scholars, and they mean by it: a narrator's agreement with another in narrating a specific Hadith, provided that it occurs for someone other than the Companion who narrates the Hadith from the Prophet, peace and blessings be upon him. An example of this is what Sheikh Al-Albani mentioned in "Al-Silsilah Al-Sahihah" concerning the Hadith: "That is a river Allah has given me - meaning - in Paradise, whiter than milk, sweeter than honey, in it are birds whose necks are like the necks of camels..." He then mentioned three corroborating chains of narration (mutaba'at) that improved the Hadith and elevated its rank.
