Is it permissible for a traveler to deliberately return to his hometown every three days to renew the concession of shortening and combining prayers, knowing that this travel is not merely for the purpose of obtaining the concession, and is it valid to cite the words of Ibn Baz regarding the dropping of Friday prayer for those who deliberately go far from places where the Adhan is heard to justify this action?

A traveler who intends to stay more than four days is treated as a resident and must complete the prayer. There is no harm in intentionally returning to one's town before this period to avail oneself of the concession of shortening and combining prayers, as long as the travel was originally for a purpose other than shortening prayers. The Shafi'is have explicitly stated the permissibility of shortening prayers for one who travels for a legitimate purpose, even if he also intends to avail himself of the concession of shortening prayers, or merely for recreation. A traveler may avail himself of the concessions of travel, such as combining and shortening prayers, until he actually enters his town.
