What is the ruling on saying: "We consider him to be among the Awliya' (friends) of Allah, and Allah is his Reckoner"?

It is a prophetic guidance to be said when praising someone. Its meaning is that the speaker judges according to what appears to him of the person's condition, entrusting the reality of his affair and his inner self to Allah. The outward appearance may or may not conform to the inner reality. Therefore, a Muslim should say it if he commends or praises someone.
