Is a father sinful, in religious law, if there is a court judgment for child support and he refuses to pay until he is arrested, knowing that the mother is responsible for their expenses and is experiencing financial hardship?

The maintenance of poor, young children is obligatory upon their capable father, based on the Prophet's (peace be upon him) saying: "It is sufficient sin for a person to neglect those whom he is responsible to support," and his saying: "Each of you is a shepherd and each of you is responsible for his flock. The man is a shepherd in his house and is responsible for his flock." Therefore, the father must fear Allah and fulfill his duty towards his children.
