Is it Islamically permissible to forge a certificate of experience for employment after the manager refused to issue it, knowing that the teacher actually worked for two years and needs the job?

If it is not possible to obtain a certificate of experience from the school, it is permissible to resort to stratagem, as long as it does not harm others. This is because obtaining the certificate is a right, and lying is permissible only for reconciling people, in war, and between a husband and wife. It is also permissible for every praiseworthy objective that cannot be achieved except through it. A condition for this permissibility is that the work in teaching must be permissible, along with adherence to Islamic dress and the avoidance of ostentatious display (tabarruj) and mixing (ikhtilat).
