What is the ruling on looking at a non-mahram woman to attract her attention for an urgent matter, if it's not possible to speak to her without doing so?

It is permissible to look at the face of a non-mahram woman out of necessity or need to speak with her, provided the following conditions are met:

1. Limiting the gaze to the face only, to achieve the purpose of the conversation, as anything else remains forbidden. 2. Limiting the gaze to the extent of the need; once the purpose is achieved, one should avert their gaze from her. 3. Absence of lust or pleasure in looking or speaking, as every look with lust is forbidden. 4. Security from temptation, due to the seriousness of the temptation posed by women to men.
