Is a Muslim husband sinful if he marries a non-Muslim woman who does not adhere to the teachings of Islam in her dress and her interactions with men?

It is not permissible for a Muslim man to marry a disbelieving woman unless she is a woman of the Book (Christian or Jewish) and chaste. It is also stipulated that the marriage must be with the permission of her guardian from among her own people of her religion, and in the presence of witnesses.
