What is the ruling on saying "We have awoken to God's will" when angry at someone?

It appears that the ruling on using the phrase "Lā ḥawla wa lā quwwata illā billāh" (There is no might nor power except with Allah) varies depending on the intention. If the intention is to rely on Allah for protection from evil and similar good meanings, then there is no harm in using it. However, if the intention is pessimism, then it is not permissible. A Muslim should avoid anger and refrain from using phrases whose soundness is not certain.
